Hall Pass reduces unstructured time outside the classroom, a direct benefit to the high-need student populations Alliance Districts serve. Qualifies under the program's instructional support spending categories
Hall Pass qualifies as instructional management software under the KETS allotment, which covers technology that supports the effective use of school-provided devices and the digital classroom environment.
Hall Pass reduces lost instructional time and provides administrators with data to identify patterns that affect student academic achievement. This is consistent with 8(g)'s goal of funding tools that enhance student outcomes.
Hall Pass protects instructional time and generates analytics that support data-driven decisions about student accountability. This is consistent with Blueprint priorities around college and career readiness and instructional improvement.
Hall Pass provides staff with student location accountability during the school day and enables administrators to identify students with irregular movement patterns who may need safety or mental health support, a qualifying use under Section 31aa. During an emergency, the software shows administrators exactly which students are out of their assigned classrooms and where they are supposed to be. It also allows administrators to "freeze" all hall passes instantly during an emergency or security issue.

Hall Pass directly protects instructional time by digitizing and limiting hall pass requests and providing administrators with analytics to identify patterns affecting student learning.
IMTA explicitly covers software and services that support classroom and student management. Hall Pass qualifies as instructional management technology under TEC Chapter 31.

Justification for Gaggle Web Filter
Blocking non-educational and high-bandwidth content directly reclaims instructional time, an allowable use under LREBG. Gaggle's AI filtering ensures students remain focused on academic content during the school day.
CIPA-compliant content filtering is an allowable use for state-funded devices. Gaggle Web Filter provides the federally required filtering layer for all district-issued devices, making it a direct fit for KETS funding.
The Blueprint prioritizes responsible use of technology and safe digital environments for students. Gaggle ensures that school-issued devices are protected from harmful content, supporting Blueprint goals around student well-being and college and career readiness.
Section 31aa funds activities that improve student safety and support digital security in schools. Gaggle's AI-powered content filtering addresses cybersecurity risks, protects students from harmful online content and flags concerning search terms.
